Prominent House Freedom Caucus member — Reason calls him 'a rare voice of fiscal shrinking in Washington' — Roy called the Senate version of the bill 'garbage' days before voting YES on it twice (May 22 and July 3, 2025). He told Politico that 'history may bear out that Warren and Thomas [Massie and Davidson, the no votes] were the wise men.' Roy claims modest deficit reduction; CBO and the Committee for a Responsible Federal Budget scored the bill as adding roughly $3–4 trillion to deficits over 10 years.
